Tenant Selection Process

Market Rent Suites

What you will need to apply:
  • • Proof of ability to pay rent (income verification)
  • • 3 to 5-year rental history
  • • Credit references
  • • Personal identification for anyone 16 years of age or older

Step 1: Create an account on our online portal. Note: if the applicant does not have Internet access, they can arrange an in-person appointment by calling (519) 254-1681x3100.


Step 2:

Log in to your account to complete the application and submit all documents.

Step 3: 

CHC staff will review all applications as they come in. All applications will be assessed on a first-come, first-served basis based on fully completed applications with all needed documentation supplied.

Step 4: 

CHC staff will contact successful applicants, and will provide all rental details, including any additional fees that may apply (for example, for using the fitness centre). 

Step 5:

The applicant will review the details to decide whether they would like to proceed and accept the unit.

Step 6: 

If the applicant agrees to proceed, CHC will provide a move-in package and related documents, collect the first-month’s rent as a deposit for the unit, arrange a tour of the building and unit, and schedule the Move-in date and time. 

Step 7: 

Prior to the move-in date, the successful applicant will be asked to sign the lease agreement and review the Resident Handbook. 

Step 8: 

The new tenant will be given the keys and expected to show up and move in at the appointed time on the day of their move.

How Do I Apply The Lottery Process

  1. Rent up of Meadowbrook Place, Market Rent suites will be allocated using a lottery process starting with Phase 1. To be entered into the lottery, interested applicants may visit www.weliving.ca to complete an application. Incomplete or abandoned applications will not be entered into the lottery.

  2. Applicants who, as part of the application process, have authorized CHC to contact them electronically, will be notified by the system when they have successfully completed the application process.

  3. Notices of the application windows for Phase 1, 2 and 3 will be posted to the weliving.ca and wechc.com websites.

  4. Interested applicants need only apply once and all applicants not successfully chosen for the current Phase will be included in subsequent Phases of the initial rent-up process.

  5. Subsequent Phases will commence once the process for the current Phase is completed and all units in the current Phase have been allocated.

  6. Completed applications received prior to the end of the applicable Phases application window will be randomly assigned to the Phases applicant list. Applicants not successful in the current Phase will be included in the subsequent Phase selection processes.

  7. A separate application list will be created for each Phase.

  8. After an applicant list is created for the Phase, top listed applicants will be contacted to proceed with the approval process and the applicants information will be validated. Applicants will be contacted via email or phone (depending on their selected preference) to be notified that they have been successfully chosen for the applicable Phase and to provide any additional information needed. Applicants will have five Business Days1 to respond and provide any required information. Applicants will also be asked to confirm their intent to rent the rental suite with a lease start date of no later than April 1, 20232. If applicants do not respond within the five Business Day deadline, and confirm their intent to rent as required, they will be disqualified from the current Phase and their application will be returned to the general application population for future Phases.

  9. Once all required information and intent to rent confirmation is received, CHC may complete appropriate credit and landlord reference checks for final approval.

  10. Approved applicants will be offered a rental suite and provided an opportunity to attend Meadowbrook Place and view the suite.

  11. Once applicants have viewed the suite, they have three Business Days1 to accept the lease offer by returning the fully executed lease and any other documents or information required to CHC. Failure to satisfy these requirements within the three Business Days indicated will render the lease offer null and void and the applicant will be disqualified from this Resident Selection Process, unless otherwise determined by CHC in its sole and absolute discretion.

  12. Once an applicant has reviewed and accepted a suite, they will be provided with a lease2,3 and a move in date will be arranged. Applicants will have three business days to review and return the executed lease. Failure to return the executed lease within the required time will render the lease null and void and the applicant will be disqualified from this Resident Selection Process, unless otherwise determined by CHC in its sole and absolute discretion.

  13. Upon return of the executed lease, applicants are required to submit Last Month's Rent deposit within three Business Days or 30 days prior to the agreed move-in date which ever is later. Failure to submit last months rent within the required time will render the lease null and void and the applicant will be disqualified from the Meadowbrook Place initial rent up.

  14. Applicants who are not successful in attaining a suite through the three Phases will be given the choice whether to remain on the wait list for Meadowbrook Place, or whether they would like to be removed for consideration for future vacancies in the building. Applicants who chose to remain on the wait list will be kept in order of preference from Phase 3 of the lottery process.

*** Applicants should NOT give notice to their current landlord until CHC has confirmed that all requirements (including a fully executed lease and required deposit) have been satisfied.

*** If an applicant refuses the offered suite, the applicant will not be offered another unit.

*** Applications submitted after the deadline for each Phase will NOT be accepted for that Phase.

*** Only one application per household. Duplicate or incomplete submissions will not be processed, unless otherwise determined by CHC in its sole and absolute discretion.

*** If you require a barrier-free or accessible suite, please indicate your needs on the application. Further information may be required and will be requested only for successful applicants.

*** CHC may, without liability, amend the Resident Selection Process (including, but not limited to, the timelines set out above) and/or the number of suites being offered for rent at market rates to the general public at anytime in its sole and absolute discretion. Should these terms be modified in any way, the new terms will be posted to the www.weliving.ca site.

PLEASE READ THE TERMS OF SERVICE CAREFULLY AS THEY INCLUDE, AMONG OTHER TERMS, PROVISIONS REGARDING INDEMNIFICATION, DISCLAIMER OF WARRANTIES AND LIMITATION OF LIABILITY IN FAVOUR OF CHC AND OTHER PERSONS.

*** Please refer to CHCs privacy policy at www.weliving.ca/privacypolicy which applies to all personal information within CHCs possession and control including, but not limited to, any personal information collected through the application portal at www.weliving.ca and/or otherwise as part of the Resident Selection Process.

  • 1 Business Days are Monday to Friday, excluding any holiday recognized by CHC
  • 2 All leases must have a start date prior to April 1, 2023
  • 3 Leases may be executed electronically at CHCs sole and absolute discretion.

Qualification criteria:

To qualify for a Market Rent suite, your household must meet all of the following criteria:
  • At least one member of your household is 16 years of age or older, able to live on their own without parental supervision, and have legal status in Canada.
  • The household must meet income testing requirements and consent to both a credit check as well as rental history reference checks.
  • There is no Termination Order that is enforceable against any member of your household from a former tenancy.
  • Proof of payment has been provided for any member of your household owing money to any public housing provider in Ontario (this includes CHC) or any private housing provider in Ontario.
  • Households should be no more than 2 persons per bedroom.

What if I am not successful?

Once all market rent suites have been rented, we will create a waitlist of other applicants. Applicants who were not in the first group of tenants chosen, may choose to remain on the waitlist for a future vacancy at Meadowbrook Place. Spots on the waitlist will be awarded on a first come, first served basis.
